| Description | CAPITAL DEVELOPMENT AUTHORITY ENVIRONMENT WING INVITATION TO BID The Capital Development Authority (CDA) invites electronic bids from the Nurserymen experienced in production of trees, shrubs, ground covers, creepers and other ornamental plants, registered with Income Tax and Sates Tax Department for licensing of Nurseries along service roads of Islamabad Expressway. 2. The CDA will select the Operator through an open, fair and transparent National Competitive Bidding (NCB) under PPRA Rule 2004, using a single stage- two envelope bidding procedure and the CDA will enter into an Agreement with the Successful Bidder(s) in respect of each nursery. 3. The Bidding documents containing detailed requirements, terms and conditions will be available for the registered bidders on EPADS at www.eprocure.gov.pk and www.ppra.org.pk from 05th June, 2025.All Bids must be uploaded on EPADS and will be opened publicly in the office of Dy. D.G Environment-I, CDA, Fatima Jinnah Park (F-9) Islamabad. 4. CONTRACT TERM - The license term is set as one (01) year extendable at the sole discretion of the Procuring Agency. 5. BID SECURITY- The Bidders shall be required to furnish Bid Security equivalent to PKR. 500,000/- for each site along with their Technical Proposals in the form and manner specified in the bidding documents. 6. PRE-BID MEETING - The pre-bid meeting shall be conducted on 12th June, 2025 at 11:00 am in the office of Dy. D.G Environment-I, CDA. All the queries related to the procurement must reach to the office of Dy. D.G Environment-I, Fatima Jinnah Park (F-9), Islamabad on or before 12th June, 2025. 7. BID SUBMISSION GUIDELINES - The Bids, prepared in accordance with the instructions given in the RFP document, must be submitted through EPADS before 15:00 hours on 20th June, 2025. Technical Proposals will be opened at 15:30 hours on 19th June, 2025 through EPADS. The representatives of the Bidders can witness the bid opening online or physically. 8. Those who have already filed their application in response to the advertisement dated 09-03-2025, are also required to apply afresh. 10. In case the date of opening is declared as a public holiday by the government or non-working day due to any reason, the next official working day shall be deemed to be the date of submission and opening of tenders accordingly. The time and venue shall remain the same. 11. Bidders may quote for one site or more separately in accordance with the RFP documents for the respective sites subject to condition that separate bid security would be submitted with each bid. 12. Notification of the GRC constituted in terms of Rule-48 of Public Procurement Rules, 2004 is provided on EPADS at www.eprocure.gov.pkand www.ppra.org.pk.
