| Description | Higher Education Commission IT Division Sector H-9, Islamabad HIRING OF COSULTANCY SERVICES The Higher Education Commission (HEC), Pakistan invites sealed bids directly from Consultancy firms of good repute for: The consultant firms must be registered bodies duly recognized in Pakistan and be registered with FBR for Tax purposes. The Service Provider should have sufficient financial, technical, and human resources to complete the project of Post Shipment inspection of 100,000 Laptop Computers within the prescribed time limit on the finalization of a contract. The Method of selection will be Least Cost Selection (LCS) vide Method-C of PPRA Consultancy Regulations 2010, and procedure of selection will be Single Stage-One Envelope vide Rule 36 (a) of PPRA Rules 2004. The Request for proposal, containing detailed terms and conditions, etc. is available at HEC website and can also be obtained in hard form from Regional Coordinator (PMYLS) @ maali@hec.gov.pk, HEC, Islamabad from Monday to Friday in working hours 8:00 am to 4:00 pm. The Price of RFP Document is Rs.5,000/- which can be deposited online in Habib Bank Limited, H-9 Shalimar Branch A/c No. PK38HABB0017427900133401) as per Rule 23(5) of Public Procurement Rules, 2004. The RFP Document can also be downloaded from (www.hec.gov.pk and www.ppra.org.pk) free of cost, however, to participate in the bidding process, interested bidders will be required to purchase a registered copy from the HEC. The Bidder must submit Bid Security of fixed amount PKR 120,000/- in the shape of Pay Order/Bank Draft in favor of DG Finance Higher Education Commission with financial proposal. The Bid document is prepared in accordance with the instructions of RFP, must be submitted electronically/online on PPRA-EPADS as well as must reach at Project Director, Prime Ministers Youth Laptops Scheme, at Lecture Hall Reception, Building No. 4, Higher Education Commission, Sector H-9, Islamabad on or before June 10, 2025 at 1:30 pm.
