| Description | Higher Education Commission Education Testing Council PROCUREMENT OF BIOMETRIC DEVICES Terms and Conditions 1. The Higher Education Commission, Pakistan invites bids to procure Biometric devices as described in schedule of requirement (format) at Annex-A for Educational Testing Council. 2. ETC is using NADRA biometric facilities during its test, hence the device must be approved by NADRA. 3. The Procuring Agency reserves the right to increase or decrease the quantity of goods, without any change in unit price or other terms and conditions of the Bid. 4. The Procuring Agency or its representative shall have the right to inspect and /or to test the Goods to confirm their conformity to the Contract specifications at no extra cost to the Procuring Agency. 5. The firms must have registration with NTN, General sales tax (GST), income tax Department and active tax payer status of Federal Board of Revenue. 6. Single Stage one Envelope Procedure, under PPRA Rule 36-A shall be adopted for this procurement. 7. Fixed Bid Security of Rs 50,000/- is required to be submitted along with the Bid Documents in the shape of Pay Order /Bank Draft in favor of Director Accounts HEC. 8. The Bids, prepared in accordance with the instructions which are available on HEC website, must reach at the address Education Testing Council (ETC), Higher Education Commission, Gate-4, Sector H-8 Islamabad, on or before 20th May 2025 at 13:30 Hours. The Bids (hard and soft copies) will be opened on the same day at 14:00 hours by the tender committee. 9. It is mandatory for the vendor to upload the Bid on PPRA E procurement website EPADS (eprocure.gov.pk), otherwise the Bid will be rejected. 10. Delivery of material against order issued under this tender is to be completed within 15 days from the date of issuance of purchase order at the HEC premises. 11. In case of failure to comply with the purchase order, penalty will be imposed on defaulting Supplier as under:- a. 1% of the cost of entire order or of such items as remains unsupplied for every day upto maximum of 10% for 10 days exceeding the delivery period. b. If the material is not supplied even after payment of penalty for 10 consecutive days, the Commission reserves the right to cancel the supply order and to obtain the required items from second lowest vendors at the risk & cost of the defaulting Supplier. 12. All goods supplied under purchase order must be brand new and are without defects. In case of any fault / defect the rejected items shall be replaced with new one without any claim / cost. 13. The supplier shall provide such packing of the Goods as is required to prevent their damage or deterioration during transit to their final destination. 14. Payments shall be made promptly by the Procuring Agency, within thirty (30) days after submission of an invoice or claim by the Supplier. 15. The amount deposited as Bid Security by the supplier will be refunded on the completion of 100% supply of the items. 16. The Procuring Agency or the Supplier, without prejudice to any other remedy for breach of Contract, by written notice of default sent to the concerned party may terminate the Contract if the other party causes a fundamental breach of the Contract. 17. A local Supplier shall be entirely responsible for all taxes, duties, license fees, etc., incurred until delivery of the contracted Goods to the Procuring Agency. 18. All the Government taxes must be included in the quoted rates. Separate claim in this regard will not be entertained from the Supplier. 19. In case of any dispute between the two parties in any matter arising out of this contract. The case shall be settled under prescribed PPRA Rules. 20. HEC reserves the right to accept or reject any or all tenders under PPRA rules 2004. |
