The Islamic Republic of Pakistan (hereinafter called ?Borrower?) has received financing from the World Bank toward the cost of the National Transmission Modernization Project I and intends to apply part of the proceeds toward payments under the Contract for Design, Supply, Installation, Erection, Testing and Commissioning of WAMS for NTDC Power Network. 2. The National Transmission & Despatch Co. Ltd. (NTDC) now invites sealed Bids from eligible Bidders for Design, Supply, Installation, Erection, Testing and Commissioning of WAMS for NTDC Power Network. Time to complete the Project is specified in Section-III of the bidding document. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank?s ?Procurement Regulations for IPF Borrowers? November 2020 (?Procurement Regulations?), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Chief Engineer (Material Procurement & Management) NTDC, cempm@ntdc.com.pk and inspect the bidding document during office hours 0800 to 1630 hours at the address given below. 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 5,000/. The method of payment for purchase of Bidding Documents will be non-refundable fee in the form of pay order, bank draft or banker?s/cashier?s cheque in favour of Chief Engineer (MP&M) NTDC Lahore. The documents may be collected in person or may be sent by courier for an additional fee of Rs. 2000/- for domestic delivery or USD 150.00 for overseas delivery. No liability will be accepted for loss or late delivery in such case. 6. Bids must be delivered to the address below on or before 17th June 2025 11:00 A.M. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked ?Original Bid?, and the inner envelopes marked ?Technical Part? will be publicly opened in the presence of the Bidders? designated representatives and anyone who chooses to attend, at the address below on 17th June 2025 11:30 A.M. All envelopes marked ?Second Envelope: Financial Part? shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 7. All Bids must be accompanied by a Bid Security of 68,200/- US$ or in the equivalent freely convertible currency as specified in ITB 19.1 and 19.3 of the BDS. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder?s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
