| Description | Invitation to Bid Supply & Installation of Network Detection & Response, Network Access Control & 2-Factor Authentication Solution (Single Stage-One Envelope Procedure) The Higher Education Commission (HEC), Pakistan invites sealed bids from firms of good repute registered with Income Tax, Sales Tax Departments and fulfilling requirements as per bidding document for: Tender for Supply & Installation of Network Detection & Response, Network Access Control & 2-Factor Authentication Solution. A bidding document containing detailed terms and conditions is available for the interested bidders at HEC Website and hard copy may also be obtained from Mr. Waqas Masood (Assistant Director, IT Division), Higher Education Commission, Sector H-9, Islamabad, from Monday to Friday during working hours (08:00 am to 04:00 pm). Price of the bidding documents may be deposited to HEC through bank deposit to HEC Finance Account no. 17427900133401 HBL (with proper banking receipt that must be submitted to HEC finance for deposit intimation before bid submission date and time, at a cost of Rs. 2000/-. Bidding documents can be downloaded from http://www.hec.gov.pk free of cost, however, interested bidders will be required to have a registered copy purchased from HEC to participate in the tender process. The bidders should submit a bank draft (from the scheduled bank) or pay order of fixed amount Rs. 1,600,000/- which must accompany the bid in a sealed envelope marked as ?Earnest Money? in favor of Director General (Finance), Higher Education Commission, Islamabad along with the proposal. This tender is being executed under PPRA Rule Para 36(a) Single stage ? single Envelope Procedure. The bids must be submitted via PPRA ? EPADS (e-Pak Acquisition and Disposal System) and must also physically reach the HEC Information Technology (IT) Division, Higher Education Commission, H-9, Islamabad by 1330 hours on April 22, 2025 (Tuesday). Failure to fulfill either of these requirements (regarding bid submission) will result in rejection of bid/bids. The bids will be opened on the same day at 1400 hours at the HEC Auditorium Block, Sector H-9, Islamabad, in presence of bidders who chose to attend physically on the same day. The bids prepared by following the instructions in the bidding document must reach Higher Education Commission, Sector H-9, Islamabad on or before prescribed date and time schedule as given above. HEC reserves the right to accept/reject any or all the bid/bids at any stage while assigning reason(s) thereof.
