Conductor from 500/220 kV Faisalabad Grid Station to 220 kV Lalian Grid Station (Approx. 56 km) Deadline for Submission of Bids: 10 June 2021, 11:00 hours (Pakistan Standard Time) 1.The Islamic Republic of Pakistan has received financing from the Asian Development Bank (ADB) toward the cost of Second Power Transmission Enhancement Investment Program - Tranche 1. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2.The National Transmission and Despatch Company (NTDC, ?the Purchaser?) invites sealed bids from eligible Bidders for the ?Procurement of Goods ? Transmission Line Material for 220 kV Double Circuit Transmission Line on Twin Bundle ACSR ?Rail? conductor from 500/220 kV Faisalabad Grid Station to 220 kV Lalian Grid Station (approx. 56 km)?. The material shall be procured in six (6) lots: Sr. No. Lot Description Quantity 1. Lot-I 220kV Steel Towers and Accessories 125 Nos. 2. Lot-II ACSR Rail Conductor 650 km 3. Lot-III OPGW along with Accessories 100 km 4. Lot-IV T/Line Hardware Lot 5. Lot-V Polymer Insulator Strings Lot 6. Lot-VI Dampers Lot Tower manufacturer will prepare detailed models of each type of tower with BOCAD or equivalent software, from the erection/outline drawings provided by NTDC. After obtaining approval of this model from NTDC, the manufacturer will prepare drawings for above items for mass fabrications and again submit these drawings to NTDC for approval. Bidders may submit their bid for one lot or any combination of lots. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid. The delivery period is 180 days for CIF (Karachi) / EXW Pakistan (excluding 20 days for inland transportation in case of Ex-Works delivery for goods supplied from within Pakistan) contracts respectively from the date of signing of contract. 3.International Competitive Bidding will be conducted in accordance with the ADB?s Single Stage-One Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document. 4.Only eligible Bidders with the following key qualifications should participate in this bidding: ?The Bidder, and if the Bidder is not the manufacturer, the manufacturer must have, at least five (5) years design/manufacturing experience of similar Equipment/Goods with the same or higher rating and capacity. The equipment/Goods supplied by the Bidder should have been in satisfactory operation on 220kV or higher transmission lines for a continuous period of at least three (3) years on the date of bid opening. In case of JV, at least any one partner should fulfill this requirement in respect of manufacturing or supplying as per JV agreement between the parties (Draft JV agreement should be provided with the bid). The Bidders, who are not manufacturers themselves, shall furnish an authorization from the concerned manufacturer to submit a bid for supply of their goods to Pakistan against this tender. ?Moreover, the Bidder, and if the Bidder is not the manufacturer, the manufacturer shall demonstrate that it has manufactured and supplied a minimum of 100% of quantity of Equipment/Goods covered in the respective lots, within a continuous period of fifteen (15) months during the last ten (10) years in single or multiple contracts, as on the date of opening of Bid. The manufacturer must have experience for supplying similar equipment / goods outside the country of origin of offered equipment/goods or within Pakistan during last ten (10) years.
