Capacity Building Centre of PPRA became an institution on 27th July 2009 in the form of National Institute of Procurement (NIP) with the first batch of 15 participants from various public sector organizations for a two day interactive public procurement training in its new permanent premises at 1st Floor of FBC Building, G-5/2 Islamabad

Public procurements have become a specialized undertaking in the contemporary world. There is a strong relationship between transparent public procurements and economic development. The developed countries have already reformed their public procurements, while transitional economies are going through the reform process. There are no two views that the training institutions have played a key role in creating awareness and also to institutionalize the public procurements. The dearth of training institutions in developing countries remains an obstacle. Abreast of the importance of training institutions, many developing countries are endeavoring to strengthen their public procurements through legislation, regulation and capacity building on individual and institutional levels in the field of public procurements.

Like other developing countries Pakistan is also striving to strengthen its public procurement systems. A massive public procurement reform initiative has been launched by the government. The regulatory framework for all public procurements has been put in place. A Public Sector Capacity Building training program was functioning at hired premises. A sustainable training facility was the need of the hour as the project was coming to a close.

Public Procurement regime is relatively new in Pakistan therefore appropriate expertise of international standing is not readily available in the public or private sector, the need; therefore to create a critical mass around an institution is a new tactic to achieve the goal of transparency and fighting corruption.  The institute will provide short / medium term trainings, courses, seminars / workshops and offer professional certification in public procurement and related areas.

 

Training Programmes

In the new premises six training programmes have been conducted so far successfully. The first programme was attended by 15 officials of 12 procuring agencies (27-28 July, 2009). The second programme was attended by 12 officials of 07 procuring agencies (3-4 August, 2009).

The trainings will be organized on fortnightly basis after Ramadan. The procuring agencies have already nominated the officials (List given below) for the training programmes who will be invited for training on the scheduled programmes chronologically. The next programme after Ramadan will be held on 28-29 September, 2009 for which the nominations have been confirmed and the list is given below.
